The Municipality of San Miguelito, Republic of Panama, has announced a public bid for urban solid waste management within its district. The bid will be awarded based on best value.

This significant concession aims for the comprehensive management of urban solid waste within the district of San Miguelito, a densely populated metropolitan area in Panama. The scope of this 20-year concession includes the collection, transport, sweeping, treatment, recovery, and final disposal of urban solid waste, serving over 350,000 inhabitants.
Key highlights of this opportunity include:
Comprehensive Scope: Management of waste from residential, commercial, institutional, and public spaces, including non-hazardous hospital waste.
Long-Term Concession: A 240-month (20-year) contract, offering long-term stability and investment potential.
Significant Reference Price: A reference price of B/. 315,217,728.00 (approximately USD 315.2 million), reflecting the scale and importance of this project.
Modernization and Sustainability Focus: The bid emphasizes the implementation of advanced operational models, technological solutions for monitoring and traceability, and a strong commitment to environmental sustainability and social inclusion, including formalizing informal recyclers and promoting circular economy principles.
Structured Financial Model: A robust financial-legal model, including a dedicated trust (fideicomiso), is established to ensure direct and stable revenue flow from waste management fees to the concessionaire.
Clear Performance Indicators: A detailed set of Key Performance Indicators (KPIs) will be used to ensure service quality across operational, environmental, social, and economic aspects.
The Municipality is seeking proposals from companies that can demonstrate:
✅ Extensive experience in comprehensive urban solid waste management for large populations (over 350,000 inhabitants).
✅ Proven technical and operational capacity, including the ability to manage significant daily waste volumes (minimum 300 tons/day in the last five continuous years).
✅Financial solvency, with a minimum net worth equal to or greater than 15% of the reference price and a positive working capital.
✅ Expertise in implementing advanced digital platforms for waste management and traceability.
✅ A strong commitment to social and environmental sustainability, with experience in community engagement and socio-environmental projects benefiting large populations.

Optional Site Visit: Thursday, August 14, 2025, at 9:00 a.m. (Panama time) – Confirmation of attendance required by August 11, 2025.
Homologation Meeting (Electronic): August 22, 2025, at 9:00 a.m. (Panama time) – An opportunity to clarify any aspects of the bid.
