CAF recently published a report stating its mission to boost agricultural prosperity in Latin America and the Caribbean through the deployment of diverse and innovative financial instruments, technical assistance, knowledge platforms, support for the development of public policies, and the strengthening and creation of strategic alliances. Its focus is on fostering sustainable, resilient, and regenerative agricultural production, guaranteeing food and nutritional security at the local, regional, and global levels.


Panama's agricultural sector itself is undergoing a significant transformation, presenting a compelling invitation to invest in and contribute to its sustainable development. This evolution is fueled by strategic geographical positioning, diverse agro-ecological zones, and a national commitment to agricultural innovation. With over 180 sea routes and 87 air routes, Panama is uniquely positioned as a world-class agribusiness hub. Its strategic location offers unparalleled access to markets in Europe and North America, with transport times widely reduced.


The country's capacity to cultivate a wide array of crops, ranging from tropical fruits and vegetables to specialty coffee and livestock, creates a fertile ground for investment. This dynamic environment not only offers lucrative market opportunities but also supports global sustainability goals through responsible agricultural practices.

A Mission-Oriented Approach to Sustainable Growth

Back in 2009, Panama enacted Law No. 82, establishing the Program to Promote the Competitiveness of Agricultural Exports. This initiative aims to boost agricultural export activities by providing incentives. Its key objectives include: first, ensuring the stability and competitiveness of agricultural exports by lowering marketing costs related to packaging, packing, and domestic transport, adhering to the World Trade Organization's Agreement on Agriculture. Second, fostering opportunities for the expansion of the national agricultural sector and the development of high value-added activities. Finally, enhancing Panama's global competitive edge through direct support policies for the agricultural sector, focusing on improving product quality and marketing and internationalization channels.


At the heart of this Program lies the Certificate for the Promotion of Agro-exports (CeFA), designed to further the growth of agricultural exports and guarantee competitive stability. CeFA achieves this by mitigating marketing costs associated with packaging, packing, and domestic transportation and freight, all within the framework of the World Trade Organization's Agreement on Agriculture and related provisions.


Panama is now embracing a mission-oriented approach to its agroindustry, focusing on sustainability, resilience, and regeneration. Law 352 of 2023 established the Agro-Food Policy of the State, with key objectives that include:

  • Contributing to the stability of the agricultural and rural sector.

  • Transforming the sector to be inclusive, efficient, and sustainable.

  • Promoting food sovereignty and nutritional security.

  • Incentivizing agricultural entrepreneurship and innovation.

For example, in 2024, CAF signed a non-reimbursable technical cooperation agreement with the Chamber of Commerce, Industries and Agriculture of Panama (CCIAP), through which it contributes to the country's food security with the creation of sustainable farms, benefiting 150 families located in the town of Toabré, Province of Coclé.


CAF's strategy focuses on sustainable, resilient, and regenerative agriculture, with a planned investment of USD 8.5 billion by 2030 in the Latin American and Caribbean region. This financial backing supports climate change adaptation, energy efficiency, waste treatment, and more.


Investment Opportunities and Strategic Alliances

There are numerous trending sectors for investment in Panamanian agriculture, as highlighted in the EU-Central America Association Agreement. Moreover, Central America's agricultural inputs market, valued at approximately US$2 billion, presents additional opportunities for growth and expansion. Forming strategic alliances and leveraging CAF's projects and plans can significantly boost your entry into this market. Panama's strategy to boost its agroindustry, including aligning with CAF’s vision, developing bankable projects, and fostering public-private partnerships, is key for multinational corporations in this sector.

Once these regulations are finalized, the agropark initiative is expected to catalyze substantial growth in Panama's agroindustry, attracting investment, fostering innovation, and strengthening the nation's position in the global agricultural market. 


The upcoming regulations will be essential in providing clarity and direction to stakeholders, ensuring the successful implementation and maximizing the intended benefits of Law No. 196.
